 Post subject: how to customize signup page

I'd like to customize the signup page so that the PHONENUMBER field shows a default text asking the user to input their number in international format. I'm trying to add this text next to the input field itself, i.e. not adding to the PHONENUMBER text.

Also, where can I change the color of the table?
