Perhaps you might establish whether or not you can successfully modify root's crontab. Maybe you need to add 'asterisk' to the 'cron' group.
For further help you should really consult the documentation and support mechanisms for your Linux distribution; your problem with editing crontabs is not within the scope of this forum.

i was never out of the scop of forum but it went on.
running the script in a scheduled manner is my prime intention
and it did run from webmin but it cannot do precisely like every
4 minutes which could be done from crontab by issuing */4 which
come out thru this discussion with charlie.(charlie dont worry u r good)
If you look at my previous post in this matter i was looking
suggestion about running a2billing_batch_process.php(only this php file not running , webmin at least can give an instant result whether a script will run in target manner)
which shows no recurring service to run in webmin.
But everything diverted from the point.
Anyway looks like have to walk alone again.
