Can anyone clarify what these line suppose to mean?

This setting specifies an upper limit for the duration of a call to a destination for which the selling rate is less than or equal to 0.

In this example calls to free destinations would be limited to 5400s == 1.5 hours.

***I am trying actually let not my system deduct money if someone other end do not pick up the phone.
So i choose several step to test and there is another post under install ->billing from which it actually initiated.

step 1 : using progressive billing
i do not wanted let my system deduct money for first 60 seconds (THIS WAY I THOUGHT IF SOMEONE OTHER END DO NOT PICK UP AND RING AND HANG UP WITHIN 60 SECOND SYSTEM WILL NOT CHARGE). but if
disconnection charge is applied that will deduct. so this solution is not that
usable. the code is

stepchargeA : 0
charge A : 0.0001
timechargeA : 60 (means first 60 sec charge nothing rather very small amount above)
Billingblock A : 0 (no block it will exit once timchrgeA is done)

stepchageB : 0.02
charge B : 0.02
timechargeB : 99999(i do not want to go charge C maximum call duartion anticipated)
Billingblock B : 0 (no block it will exit once timchrgeA finished as it will be so large that timecharge will nevr be finish and alwys bill with this rate)

for above code selling rate defined same 0.02 and no disconnection charge.
