How could I even further limit the accessible menu items for an ACL (sub-administrator)?

For example, I give an ACL admin only the right to view invoices and I would like to further restrict that he can only access the sub-menu of invoices (under invoices).
The reason for this that I have some customer which I would like to have him only accessing what he likes and not getting lost in other sub-menus.

I saw that in the a2b database, the table: cc_ui_authen has a field called "perms".
Could that be set to achieve the above or do I have to modify php?
