I don't think that simply limiting by source IP address would add much by way of fraud prevention. For instance I have a routed /29 subnet, so I could take 6 free accounts. Many ISPs use a dynamic IP pool even for their broadband customers, so simply rebooting your router would be enough to gain another free trial.
Taking your example of an internet cafe, as they almost exclusively hide all their clients behind NAT there could only ever be one free signup from each cafe when limiting by IP address. This would deny genuine potential customers from enjoying the free trial.
In short I don't think there is an easy way to effectively police this. Due to this we choose not to offer any balance with the online signup, and rely on testimonials from satisfied customers and word-of-mouth to bring in new custom.
