it would be great if some body explain the role of these fields in rate card.

The first paragraph of http://www.asterisk2billing.org/cgi-bin/trac.cgi/wiki/1-3-AddRate, whilst it could do with being fleshed out a little, should give you an idea how to use them.

the above link do not explain the fields i wnat to know, i mean what mean by charga , chargeb etc

Yes it does, but perhaps not in as much detail as you would like:
