 Post subject: DIDs failing to busy shouldn't answer the call

Calls to DIDs are currently not handled very well if the DID destination leg fails.

This bug exhibits different symptoms depending if simultaneous / individual access is set on the user that the DID is billed to.

If individual access:
1) Call the DID whilst the DID destination is busy
2) Call is answered with "This card is in use"

If simultaneous access:
1) Call the DID whilst the DID destination is busy
2) Call is answered with "The number is busy"

I think in both instances it would be better not to answer the call at all, and fail it with congestion.
