When i try to pay money from customer UI - i got "ERROR : ACCESS REFUSED" page in any time when i used FireFox or Konqueror browsers. WHY?

So you're triggering the code in the first few lines of checkout_payment.php, or are you referring to later in the process and a different URL?

I don't get this problem with branches/1.3 at r406 in any browser available to me, and I can proceed to request payment via moneybookers without an issue. Checking on Trac shows that there has only been a couple of minor change to the checkout_*.php and lib/epayment/* files since before v1.3.0beta was tagged, so it's unlikely to be a known bug.
Sorry I've not been any help... :(

I check my version and find what it is r384. thanks for tip, i'll try to update it now.

Don't bother. Nothing has changed since way before that, and even then the changes didn't seem related to your problem.
