I just tried to transfer more than 1000 HUF from one moneybookers account to another and it works, so the bug must be in A2B.
I also tried to make a paymentof 1000 from my system via paypal and its the same problem just 1 HUF appears.
I think the bug is in my software.

That was not my experience yesterday. Admittedly I was using GBP for the transaction, but when I tried £999.00 I found myself at Moneybookers with a transaction worth £999.00. When trying with £999.99 or £1000 I again found myself at the Moneybooker's site but this time the transaction value said "£1.00" with a note that this transaction is not valid.
Exactly what results do you get?

But on moneybookers I am able to transfer more than 1000 HUF.

So tell Moneybookers that payments >=1,000 HUF work via the web-interface but are forbidden via the API.

hi have in the Costumer_UI pay 1000
but when send to moneybookers send only 1.00
and moneybookers respond this amount is very small 1.00

What do you expect us to do? I've already suggested that you take this issue up with Moneybookers, as the problem is almost certainly on their side.

hmmm... again:
From moneybookers A to moneybookers B is working fine but from a2billing to moneybookers gateway is NOT working.
I am sorry but more simple can i not explain.

OK, if Moneybookers maintain this is not a problem on their side perhaps it is a limitation of A2Billing. I can't find the problem.
