Problem import rate card

When I have try to import rate card with this examples
34;Spain Fix;1,56;1,16;2008-03-07 21:21:38
the date was importet normal, but with the time was bugs, it have importet only 21 hours, the 21 minutes has understood as the next field.
The version is last, 1.3.3

I doubt it will make any difference, but it's worthwhile enclosing that field in single quotes:

It might possibly help.

I think in the help screen on Import rate card must fix this
