As I noticed - the DB structure has been changed and 1.3 doesn't work with 1.2.3 database. On test computer I was forced to create the 1.3 DB from scratch. So I'm wondering what's the upgrade procedure for production boxes. What should be done for transferring the existing data to new database? Any advises are greatly appreciated.

You are right - I didn't see it. Thank you very much! Just a little more help, please - How should I use this file?. I didn't find anything in documentation except the "schema" file.

just run through phpmyadmin in the a2billing db, and put the new UI and you are running.
