if any destination rate is 0 cents/min - it announce the talk time (you have 60 minutes ) of the value from "maxtime_tocall_negatif_free_route" .

Users think they will get charged for about 0.167 usd/min ( Balance : 10 USD and USA calls : 0 cents/min )

It would be good to have no talk time announcement ,if the rate is 0 cents/min.

We can inform on our web site that free destinations will be cut off after 60 minutes.

Yes it is possible to turn of the minutes announcement in the agi-conf, but then it disable for all.

It is calling card system. So it requires minute announcement for the destinations.

Lets say you have promotion 0 cents/min for USA .
It is good to have no announcement - if rate is 0 cents/min.
OR it will just say "0 cents/min" for those 0 cents/min destination but it will not say - how many minutes can talk.

NOTE: I know, there is also parameter in agi-conf to say the Destination Rate, but then it will say the destination rate for all the destinations.
