Like any other calling card, the customer would have to dial the A2Billing server.

Hi

The transmission media is of no consequence, you are dealing with IP.

As far as POTS is concerned, if the customer has a telephone, then they could dial an access number. If the cable system ultimately presents a copper pair, then you can use a channel bank.
