I am getting closer to a fix and looks like asterisk does not have the right permissions.
-rw-r--r-- 1 root root 44580 2007-12-31 11:12 a2billing.php
how do I set asterisk to have permissions without compromising security?
Added after 1 hours 18 minutes:
Problem resolved

chmod +x a2billing.php
Sharing it in case someone needs it.
