There is a problem somewhere in your system and a2billing finish with an error and don't decrement the "In Use" counter. Try to set debug=1 in a2billing.conf and see what's going on.

i have installed the php-pnctl module but still having the INUSE=YES. Plz help me out Areski. I m in lot of trouble because of this.

i did have this problem too few weeks ago, but then i recompiling php with pnctl problem is gone. thanx areski!
guys, just make double check, what your php realy work with pnctl, i hope this will help

1. google => "php sources"
2. download tarball
3. unpack it, read README and/or INSTALL files inside
4. ./configure --help
5. ./configure --with-keys what you want.
6. make
7. make install

PS: but actualy here is NOT Linux Help Forum!
