Internal call not working

Hi,
I have installed Asterisk 1.4.22 and FreePBX 2.5.2 with A2Billing 1.7.1.
I want to call internal between A2Billing's customers. A2Billing's context is "a2billing".
So I call from a customer to another customer. It has a message : "the number is unavailable. Please try again."
In file extensions_custom.conf, I have configured :

exten => _X.,1,Answer
exten => _X.,2,Wait,2
exten => _X.,3,DeadAGI,a2billing.php
exten => _X.,4,Wait,2
exten => _X.,5,Hangup

hi,
i am not sure i can help but in my system it works, here what I have done.
I think the call among users are VOIP so you should create a a2billing-sip context and enable sip calls.
try to verify if this can be the issue and in case I will give you more details.
