Agent signup URL's/Keys not created.

Agent signup Keys are not being created. It lets you go to the creation process in the add key form (assigning agent, group, and call plan) and the form seems to submit. However the URL list does not show any keys (remains blank).

R2043 Affects both Agent and Admin pages.

You are missing some database updates that we added after the last announcement.
