I have a2billing installed in my local box. My local box has a trunk connected to another remote asterisk box. When a2billing uses my local box to place a call via the remote asterisk box, a charge gets dropped on calling card account even when the call is not completed (called number is busy). It seems that the charge drops when my local trunk gets connected to the remote trunk, even before the remote telephone number is dialed.
Is there a way to eliminate the charge when calls are not completed.

Both boxes are trunked via IAX2.
