base currency define the default currency that you want to use to setup your system (see the file /etc/asterisk/rates.inc to know the currency code)

/etc/asterisk/rates.inc i dont have it!

Present version "asterisk2billing" doesnt need this "rates.inc" file, because "a2b" will take the codes and rates from database.

Just adding for your notes:-

If you've already installed the SQL database, so you can check on "cc_currencies"

There, in [cc_currencies], you will see all country and respective "id, currency, name, value, basecurrency"

There is a script you can run to update the currency table from the yahoo
financial, best would be to put that on a cront like once a day :

A2Billing_AGI/libs_a2billing/crontjob/currencies_update_yahoo.php

Well.. its hard to say, if you made any mistake on setup over a2b.

I would suggest to test his product with his all default option coming with his package. [there are lot of options, dont go thorugh all, most of option that most of us, we want first], So if you are success , then start to paly and change the option to your own.

Remember:- there are one "General setup" and another "agi-conf1" setup [you can make several "agi-conf2, agi-conf3 & so on.." setup for different tricks] in a2billing.conf. [If you are primary, dont make several agi-conf parameter]. becareful to set both setup ["General setup" & "agi-conf1" ] rightly [otherwise you will swim in river, it will be hard to find out your problem].

Keep the base currency USD in a2billing.conf under both setup ["General setup" & "agi-conf1" ]. it will be easier for you to go thorugh with others.

Write here, what is your Target or planning to do with this product, then I can tell you what is the minimum setup to do for your purpose

Exactly, you are right! This is the way - you can pass the calls through several conf.

I will try [not promise] to provide some document and example that will help to understand.

Anyway this agi will be same as first and both will be in same a2billing.conf. and then, you can set different parameter. so, when calls come in from different network, just set it [as you wish] to route the calls to different agi.
