If somebody doesn't enter a 1 before dialing a domestic us number, the call still goes through but they are charged at a matching international rate.

How can I fix this?

Your problem lies in the fact that you are matching on cc + number only instead of 00 + cc + number OR 011 + cc + number

if for example the CC = 21 for Say Country ZZ

if you were to enter 212 for manhattan NYC instead of 1212 then it will cause a problem. it will match on country zz

Solution is to use the 00 or 011 to differentiate calls. Don't strip off the 00 or 011 prefix in order to match. This way your rate will all have a prefix of 00 or 011 except for the US ones which will be '1'. When you define the tariff it asks you if you want to strip off the "00" or "011" prefix , select "no" and when you define your rates include "00" or 011" in the prefix match. so the UK would be 0044 or 01144 and not just 44

this way even if the use were to enter 44 instead of 144 it would not dial some international place because it would not match any other define rate
