DASHBOARD can not display acharts

Hi,
I install a2billing 1.9 ,everything is ok,but DASHBOARD can not display acharts,why?

if i grab my mind it has to do with the locale .. look in the web error log !

put the correct date.timezone = 'Europe/berlin' in my case in the /etc/php.ini

What version of PHP do you have? I think 5.2 was a requirement for the graphs.
