 Post subject: Agent Portal - Not able to Create Customers

I am currently unable to create customers in the Agent Portal because there are no customer groups listed in the customer group field. I have verified over and over that I have both the Default and 1 other group created and I have enabled that functionality to create customers on the admin side . Should I be checking anywhere else or is this possibly a bug. Has anyone seen this before ?? Could someone please assist...?????
