Block ratecard based on destination prefix

How can one block a ratecard from being selected based on prefix. For example if you know that the call quality for that destination is no good, you can block its selection on future calls. Some routes from the same ratecard can be good, but want to block particular destinations on the ratecard.

Even better, ability to automatically smart route (based on quality (ACD, ALOC ASR etc) and cost.

Any thoughts?
