Does anybody know how to make the change language function work?

It seems that the language file is there but it is not being read.

a2billing/common/cust_ui_locale/pt_BR/LC_MESSAGES/messages.po

Is there any modification that has to be done?

In Debian you need to run 'dpkg-reconfigure locales' and select locales that you need.
