is it possible to dial a number and enter the CLI to a2billing system, for example, if the customer is authorized with the pin number, can he dial a code and register the current CLI to the system ?

Yes, options for calls in progress are all in the agi-conf. I think you need "cid_auto_assign_card_to_cid"
