Subscription and subscribers

Hello. In the past few monts I noticed, that the subscription is not being charged from all of the subscribers. I can't find any reason why it would decrement the subscription fee from just a few of the accounts while all of them are subscribers.

Any Ideas? I use version 1.7.0.

under CUSTOMER :: ADD do you have
RUN SERVICE set to yes to all your customers that you want to run subscriptions.

Yes, but I'm referring to the Subscription Service, not Account Service. I think the Run Service setting is related to the Account Service, but still it is enabled for every customer.
I see a paid_status column in cc_card_subscription table and it is 1,2 or 3. The ones with 3 are not being run. Should I change that to 2 or 1?
