V1.9.4.0

I found two issues related to the translation of the work VAT in admin/Public/A2B_invoice_view.php. The first change allows VAT to be properly translated regardless of the tax rate. The second is a missing translation for VAT.

Diff is attached. GitHub issue #12 created.
