Post subject:  How to bill customer for intrastate or interstate?

All;
When creating a rate card in its simplest format, most providers publish their rate decks with three columns; "prefix", "inter", and "intra". Then I add the mandatory column "selling rate" and a few others. The selling rate is usually just a multiple of the buy rate, which is either the intra or inter column. My question then is this. How do I figure out the selling rate if I don't know if the call is intra or inter state? The rate card must be determined beforehand, and not created dynamically when the call is made obviously. I thought of just using the larger amount of "inter" amd "intra" as the buyrate, but there are cases where the difference between the two values can be significant and I want to be accurate. What do other people do? I could really use some insight into this problem.
Thanks;
FSD
