It's will be good idea to release it.
For example, in my case, i give a auto registration for customers on web and gave him 25 cent free for test. So some customers register but never used this accounts on some reasons, or just make one-two free calls and never used this account any more. so it will be good idea to delete it after, say 30 days, if it was not refunds from my gift in 25 cents. For logic need to check two rules, if account have less 26 cent *and* it never refund in last 30 days - we need remove it! also as extended option will be good to send warning to customer by email in 2-3 days before delete it.
