Well it depends. Debug a2billing and watch the dialling process.
It's probably because you have bad termination provider - it's taking long time to autheticate and for them to dialout out.

It may be your ATA equipment.
If, say, you have an analog terminal, connected to an ATA box (such as the Linksys PAP2T) or even a FXS card, that equipment *has to* wait.
The reason is, in SIP telephony, the number has to be processed all at once. Therefore, the ATA equipment waits long enough for you to complete the number.

Most of those boxes are configurable to that point. However, a small timeout may be annoying when you hold the handset and pause to read your phonebook further.

One other way is fixed-length dialing. Here in Greece, all numbers are 10-digit. Therefore it's easy to say: wait for 10 digits and then dial them. On the other hand, a2billing means you are dialing international. International numbers are all variable, rules there are too complicated to follow..

Thanks i thougt about ATA equipment and i saw that it had more waiting time than softphone. And I found a solution which minimize my waiting time for aTA phone and a just in time calling in soft phone :). We figured out debuging time is the main time lost for our problem . We minimize debugging time and solve the problem.
