In my opinion, it would be nice to implement different payment amount for different payment method.

as, user will be able to pay 10/20/30/40 euro via paypal but 50/100/200/300 euro via moneybookers. This is because of charge back. so we take small risk for paypal.

Not bad but I think that the minimum options should only be allowed until the account stays open for 30 days. After that then anything goes.
