What is the setting to tell a2biling NOT to pickup when he recognise the Caller ID ?

Read a2billing.conf and the answer will obvious.

OK, if 'answer_call = NO' doesn't do what you want perhaps I'm misinterpreting what you want to achieve.
After re-reading your question, I'm not sure what you want to do is supported by A2B; you'd need to make modifications.
Your question is still rather ambiguous though, so perhaps I'm misinterpreting it once again.
