I am running A2billing 1.5.1 for residential phone services.
I am in the middle of implementing E911 service. I have few
questions on enabling E911 on my A2billing setup:

- My inbound provider (DID provider) is different than the
my outbound (termination) provider and neither provides
E911 service
- So I will be using third provider for E911

1) Do the DID (the number or provider) has to do anything
with E911? (In layman's term, how can I say that the DIDs
my DID provider is giving me are good for E911 termination?)

2) My termination provider do not provide E911, so if my clients
call 911, how this call will be terminated? Do I need a different
provider to terminate this call?

3) If I need a third provider to terminate 911 calls, do I have to
change anything on my asterisk servers? Any changes to
extensions_a2billing.conf or agi-conf1?

4) Before I commit to this third provider for E911 service, anything
I should look/ask for from this third party?

Currently, if I dial 911, I get engage tone, this is how
the CDR looks like at the termination point

1. Your outbound caller ID supplies the E911 information. Usually you want to set the outbound caller ID to that of the DID instead of confusing yourself and using "fake" numbers. Third party carriers usually let you send out the real DID as the caller ID and they handle it from there.

2. You need a carrier that supports E911. Usually the origination provider also provides E911, if not, you need to look for an alternate 3rd party carrier such as 911enable. Then in a2billing you create a rate for 911 and force it through the trunk of the third party.

3. No, you just need to add a trunk to your sip.conf

4. Minimum commitments, rouge call surcharges, redundancy on their end

Side notes:
Usually 3rd party 911 carriers require a minimum commitment. You may be better off contacting your origination carrier to see if they offer e911 termination. If not and you cannot meet the minimum commitments of 3rd party carriers you are better off going with a wholesale carrier such as Voip Innovations who provides these services. You also want to be careful with customers (usually those who use a PBX) calling 911 with an outbound caller ID not registered in the e911 system. My carrier charges me a $250 surcharge per call. I don't need to worry about this for my residential customers using ATAs, but for my customers who have control of their Caller ID - they are fully aware and warned. I even offer to get into their PBX to set this up correctly so that there are no problems.

I tried as you suggested. Looks like A2Billing does not allow second rate
card. I can create second rate card, but the looks like it doesn't work.

I have first card with DNID prefix to 1519 with TRUNK A
Second rate card set to DNID prefix of 1800 with TRUNK B

Calls starting with 1519 went through
Calls starting with 1800 failed

I tried to use the same TRUNk with above test case without any success.

Second rate card (event though is created) is just inactive.

Any more comments/suggestions all welcome.

all he needs is a rate with 911 (or 1800) in it calling the appropriate trunk, in it's own rate card or not, what ever you like.
