How can I change the default COUNTRY to Canada instead of Afghanistan at the signup page after the pulldown list populated?

This combo-box is populated directly with content from the cc_country table. Repopulate this table with the same content, but in the order you wish it to be displayed in the combo-box.

You could also consult the content negotiation mechanism of HTTP, so that you can select the language the customer prefers.

http://httpd.apache.org/docs/2.2/content-negotiation.html
http://www.php.net/manual/en/reserved.variables.php#reserved.variables.server
